# Creating an Information Barrier

An information barrier creates an ethical wall. Within an information barrier, you configure segments, which contain users and/or Hubs, and permissions between segments.

1. Go to **Admin Console > Shield**.
2. Click the **Information Barrier** tab.
3. Click **Create**.
4. Click **Save**.

At this point, you can configure the information barrier by [creating and configuring segments](/en/box-shield/shield-information-barrier/creating-an-information-barrier-user-segment), [configuring permissions between segments](/en/box-shield/shield-information-barrier/configuring-permissions-between-information-barrier-segments), and [enabling the information barrier](/en/box-shield/shield-information-barrier/enabling-an-information-barrier). Until you do all of these things, the information barrier cannot function.
